Negotiating PTO

I am writing an employee handbook for my employer and when asked about PTO amounts to list, I was told that management would rather have the potential candidate negotiate their PTO. I am not familiar with this process and feel that if a potential candidate is not aggressive in response to their employment offer and accepts the 1 week default PTO, that in the future this may cause retention issues if they discover someone else was hired at 2 or more weeks of PTO. This company consists of 4 smalls companies with a combined employee total of 125-150. Has anyone handled PTO in a similar manner?

    Disparate impact issues.

    Poor morale.

    If the people are not managers, you cannot stop them from talking to each other about pay and benefits and can face headlines and expenses in a NLRB proceeding if you try to prevent them from doing so.

    Have a compensation system.  Use the system.  Individual negotiation is not a system.
